Full launch of electronic services for CEDD’s permits and licences applications
The Civil Engineering and Development Department (CEDD) announced today (June 24) that the electronic services for applications of dumping licences, sand removal permits, as well as permits and licences issued by the Mines Division will be fully launched from 4 July. Members of the public can continue to submit applications through the established electronic channels. Applications by post or fax will also be accepted. CEDD will cease to provide the in-person application services.

Please note that the Permit and Licensing Office's new service hours, with effect from 4 July 2022, are as follows:
Mon-Fri: 9:00am – 12:00noon and 2:00pm to 5:00pm, closed on Saturday, Sunday & Public Holidays)

Centralised Explosives Licensing And Management System (CELIMS) Launched
Mines Division Centralised Explosives Licensing And Management System (CELIMS) is launched on 16 Nov 2020. It provides many diversified features such as online submission of removal permit application, self printing of permit, online application status enquiry and online payment etc. anytime anywhere so as to enable a seamless processing of removal permit thereby reducing the time and efforts required in the conventional mode.
